Does anywhere else have a "draft" in sports other than the US? As far as I know, everywhere else, where a player goes is due to an offer from the team and the agreement of the player and their agents.

There's a couple of errors in this. 1:- Balance is NOT synonymous with stability: we all know intuitively that a thing can be balanced but unstable. Stability is about the ability of a system to remain unaffected by further stimuli. 2:- Solution is NOT synonymous with a homogenous mixture. Take milk for example: a homogenous mixture but NOT not a solution, just a bunch of little globules of fat mixed with water, but NOT dissolved.
