Might be. I’m assuming (hoping) that they’re either placed there for stray cats with water or food, or that whoever’s grave that is, they’re from a background or family that celebrates the dead by loving food or drink at their grave.

Kind of symbolic of the choices of the two criminals who were crucified with Jesus. One joined Him in paradise (green bush) and the other went to purgatory (brown bush).
