Where is the FAQ? Where can we ask questions about this site?
For example, when I set "Notifications" to email me whenever someone replies to my comment, I do not get such notifications. Why?
Or, when I come to the site and there are notifications here, like someone replied to something, it's a coin-toss whether the link will actually go to the comment, or just to the top of the page where the comment was made. Why?
Who has the answers and how do we reach them?

Things often randomly stop working (such as notifications). If there are changes to the site, BP never announces them. What happens is that when someone has some new info, they share it in some random article comment section, and others spread the word.
