I had that happen IRL once. In my car in a parking lot. This lady walks past my front windshield, leans over a bit so she is eye level with me and mouths "I love you". And then just walks off. I happened to be at a point mentally where I needed to hear that and it made me feel good even though it was a rando stranger. It didn't feel like a come date me thing though. It just felt like a human caring for another human. Or possibly she was flirting and I'm just incredibly dense but I'd never seen her before.
