About every 2-3 weeks I encounter an off-leash dog in my neighborhood while walking mine and that usually does it. Most of them try to attack us so I've gotten a heavy retractable dog leash to use as a bludgeon and started carrying pepper spray but it's still scarry. I hate this neighborhood but I'm not in a good economic position to just up and move. I feel like it punishes my dog to not take her walking, so I try to adjust the times to avoid human activity because that seems to be when dogs get out. It makes me sad for the other dogs because it is their humans responsibility to care for and socialize them properly.
Oh im sry your neighbirhood sucks D:... mine has "off leesh" kids who'll sometimes aproach my dog before asking... my dogs not a social dog, so i quite literally have to tell people 'hey he bites' just so they get the memo
