How come there is no report button next to posts or usernames so that the problematic contributions of trolls, nazis, advert bots and similar scum can be reported more efficiently?

how can you tell if something has been downvoted?? i keep seeing people replying to comments with tons of upvotes saying "sorry you got downvoted" and stuff. how can you tell???
