1. Microchip the dog 2. Isn’t this technically illegal? If it is, one option would be to report them to the cops 3. Another option is to sit down and have a conversation with them, though this might not work since they dont seem all that reasonable.

Get your dog tattooed or chipped. Your emotional support dog isn't for sale and you can call the police on her. Contact her landlord. Her work( if she will steal a persons pet what else will she steal.?) put up flyers if you need to alerting the neighbors to a pet thief. 1 apple tag for his collar. Contact the aspca so she can never adopt a pet. Cameras for the outside.
