Someone smoked a lot over enough time for the nicotine to soak into the drywall. Previous occupants of my place did for over 20 years. After scrubbing walls multiple times with everything from Scrubbing Bubbles to bleach water, then several layers of paint applied, plus 8 years of living here myself, I can say with confidence that they're never coming clean. Bathroom walls are just like this and the kitchen get like that around the stove when boiling water.
