it is/was to turn on the analog fnction of the sticks. Only worked on some games. Without analog, the sticks register the direction you input digitally. So either "on" or "off". With the analog function, it detects how far you push the stick. Can be useful in flight based game for example, where you want to be able to control more precisly what you do.
