The answer to the anomaly, from what I remember and could be misremembering, is that none of the surrounding countries wanted the land, because Russia will Russia (see the situation with Ukraine and Crimea for reference).
Weird how the map fails to mention the Estonian Independence war that was going on at the same time. We ended up winning territory from the Soviet russia (I think Estonia is the only country having ever done this) and then beating the Baltic germans so hard we ended up accidently invading Latvia.
The alternative was to do nothing and let the N.azis win. "..we shall defend our Island whatever the cost may be..."
