I think we need an obbligatory education about good manners that will include psychology and neurology, to understand the importance of it all.

Children imitate what they see. Good manners and simple human decency go hand in hand. Psychology and Neurology aren't necessary: common sense is much important. Normally, this is taught by the responsible adults in the home. Often, a promising young, (usually) male child has been sent to a prestigious school or other training facility. In the public schools, there are way too few teachers, and most of them are underpaid. Teaching simple human decency can be very difficult.
