No, you will have to dig that out with your nails until you only have half a candy left, and then inspect it another 2 minutes to make sure it’s safe to put in your mouth. Just looking at this picture is making me gag.

I doubt it. They can print that on the packaging, but it doesn't mean anything in a way that could be challenged or verified.
