Well, probably they want to encourage people to use the restaurant early, when business is slow, and they don't need to incentivise people coming after 7, so they don't incentivise that. People often say 'other places are flexible'. In my experience, no they aren't. If a deal is time limited, it's not available outside those hours. Why would it be?
