My suggestion. Batman. As Bruce Wayne he could fund schools,improve quality of life for the lower rungs of society, make sure addicts get the support they need, bring jobs to the deprived areas of Gotham City. All methods to help cut the causes of crime.

But, apart from token efforts to improve the Bruce Wayne name,he does not do this,he lets crime flourish,just so he can beat people up. Crippling people forced by poverty into criminality, just so he can get a stonk on.

    My counter to your batman argument: The officials at Gotham should be the ones funding schools and the like. It's not his job, and he has enough on his plate. Batman's most powerful tool is fear. If you're too afriad to commit crimes, he's doing his job. The people he is "crippling" are almost always members of dangerous gangs, who kill, rob, and rape their way to the top. If Bruce Wayne randomly got into the crime of Gotham, don't you think that would be a bit sus? He may be rich, but the things you talk about funding need ofiacials to fund, not a random billionare. He would most definatly face backlash for doing thr right thing, as most people do. He doesn't cripple random criminals, or most gang members. The worst he will do is break an arm or leg. He doesn't let crime florish, he believes that all criminals can be changed, which is why he locks them up in Arkham to be helped, even with people like the Joker. You don't get Batman, you just view him as a guy with a lot of money in a suit. Shame on you Nathaniel.

    also, most criminals can't quit crime in gotham. If they do, they'll be killed by thier bosses. The only drug thats a problam in Gotham is titan. Jobs won't change anything. If the Flash was in Gotham, crime would dissapear instantly. Look up the Flashes home city if you don't believe me.
