#11 could equally well be "will transport, if for example it's used in a book recommendation. #21 is fundamentally wrong, you can't plant a fraction of a petunia.
As a former editor, I’d say all of the answers in 11 are correct. It depends on what point you are making. None of them are ungrammatical. Nothing wrong with #21 though. There are 24 red petunias (8 x 3). 24/3 is 8. There’s no fraction of petunia.
