    A significant part of the casualties were people who gathered on the waterfront in Reggio Calabria and Messina to get out of the danger posed by the damaged buildings of the city center. While there they marvelled at the "unusually low tide", some of them entering the now dry seafloor to gather fish. You guessed it, then came the waves, 3 to 10 meters high. There is a harrowing account of the event by Gaetano Salvemini, historian and politician, who survived while his house collapsed around him killing his whole family.

    This is a well known case of poor planning and bad construction. The city was sitting right on top of a well known seismic fault, but was built without any seismic regulation. Most of the buildings were either unreinforced concrete or bricks, literally the two worst possible options for seismic design.

    Hard to blame the typhoon though. It would be a compliment to say those dams were built shoddily. They were built by unskilled workforce, under the lead of dubious foreign "experts", with subpar concrete, and any warning from the scientific community was dismissed by Mao Zedong as "anticommunist". These kind of things happen when you subscribe to the "Thoughts and Prayers School of Engineering".
