Eww. It does look like mildew.

Our stairs are like that. I painted everything the same color but every time my late mother came to visit, she complained about it, on top of not having railings. I'm not sure how to fix it, though.

Put carpet on the last step.

This is not a fail. The beak needs some work, but not bad overall.
