Eww. It does look like mildew.

Our stairs are like that. I painted everything the same color but every time my late mother came to visit, she complained about it, on top of not having railings. I'm not sure how to fix it, though.

Why am I getting downvoted? The design fail is the person who set up the description page for either the Swiss Gourmet Chicken or the Carrot Muffins.
