Can I throw these at people in Walmart that park the cart and walk halfway down the isle to find what they need? I read about this regarding protests, and the protesters were 'shot' with paint balls, so that they could be easily spotted and arrested after the event.

Maybe if they "flee" the scene.

All that's needed is a strong arm and good aim - I'd be hopeless.

when I first saw these as a visiting cop in Japan I thought it would not work in the US because we would use it to blast co-workers or their cars as a joke.
