I think its in reference to women's health care issues and specifically the issues dealing with abortion and how the government can be viewed as seeing women as breeding stock.

It illustrates how some doctors treat pregnant women these days, like cattle.. poor conditions in hospitals etc.

It's pointing out the fact that veterinarians are doctors. It's not uncommon for veterinarians to joke/complain about this. Take the saying for example, "What kind of doctor treats only 1 species?"... a medical doctor. Vetrinarians are doctors of so many species and many of them have physiology very similar to, if not the same as, humans. In fact, the skill of veterinarians and their profession is highly underestimated by most. Why do we tend to refer to only one as a doctor? This perspective was revealed to me from a book about a veterinarian who has consulted by human doctors on numbers of cases. I forget the name at the top of my head.

Something to do with the quality of medical treatment over the past 30 years... ?

"humans are animals" (sometimes we can be worse than animals), thus, doctors=vets.

I believe it's about the fact that humans are treated in Romanian (but not limited to this country) hospitals as animals or that animals know no compassion when being taken to the veterinary, much as people don't get any compassion from doctors in this country.

Women are treated like broodmares in the world, and the fetus would have more rights than the woman if the religious right had their way.

Maybe it's showing that doctors are for the richer folks while vets ones who treat patiently badly are for the poor.
