Technically, 101 Dalmatians' summary does read like a horror movie: A distraught couple's children are kidnapped by a psychopath who wants to wear their skin. Cruella was already pretty scary to begin with.

Hades isn't a villain though. He figures importantly in exactly one major myth, and while he isn't a good guy precisely, none of the Greek gods are really very 'good' by modern standards. Hades is supposed to be a constant depressed but fair ruler of the equally depressing but fair underworld. HERA is the villain of the Hercules myth, and I wish Disney had done it right.

Frollo was terrifying to begin with due to being the most realistic Disney villain, and also because he doesn't consider himself to be evil.
