They built a dam in 2005 to slow down water draining rom the North to the South Aral sea, with some success, but overall it's still a fraction of the size it was before the Russians decided to make the desert bloom in the 1960s by stealing most of the water draining into it. In the press at the moment are discussions aimed at further improvements to come.

Our local council does the same. Not sure how wide spread this is in the UK.
