Vandalism is defined as the willful destruction of someone elses property. #1 no man can own nature, so unless you believe in God, who is the only one with a completely viable claim to it, vandalism is not the right word for what you mean to express. #2 this picture appears to be near a city, sl it would be more natural for therre to some such mark on the rock. Your anger is much more justifiable if say, someone went out into unowned property or a national park/reservation and did it. Please do not blow up over small issues like this.

It's done with spray paint and handcut stencils. No airbrush involved. There are videos of JPS painting them, too.
