If there is no information about any other family, then they would return her to the family that had her chipped. The place that she showed up at was a third party house, who contacted the police, who in turn, contacted an animal shelter. It seems that everyone did everything the way it should have been done, and the story doesn't mention anyone else showing up to claim the dog, or even reporting her missing. What else should have been done, under these circumstances?
