Walking around towns and taking photos of their places of interest you may not see the whole picture: the view from the ground doesn't permit you to fully appreciate the scale and geometry if architectural memorials.

It might look beautiful, but the thought behind the design of the Parisian avenues was pretty sinister. They were built so that a small military force easily could control large parts of the city from a single point. Think how difficult it would be for a large mob of angry Parisians to move anywhere without soldiers getting a clean shot at them from a position at the Arc de Triomphe.
The Arc de Triomphe is nowhere near the center of Paris... The Parisian avenues have their current look due to Haussmann who enlarged a lot of places, namely to fight against insalubrity and diseases.
