This story actually shows a couple of very true but negative things about society in general. The first one is that people are just rude and petty. When one is waiting for an elevator or bus to arrive, when it arrives it is common knowledge and courtesy that the person waiting allows the people to exit the bus or elevator before attempting to board the bus or elevator. The second thing is that people really and truly do not understand what constitutes and that requires emergency services to become involved, what a waste of resources at a time where they are so needed and financially restrained.

If you are going to be that stubborn then you shouldn’t have a license at all.

I would have said "One of you can move your car or both of you can have your cars towed and ticketed for impeding the flow of traffic." There's no need to tell them that it's private property and you can't do anything. If they want to act like children, you can take away their toys as punishment.

Scenario A: If it's a standard two-way entrance/exit serving the parking lot, then Karen needs to move. She's smack in the middle of the driveway taking up half the other lane and didn't leave enough room for incoming cars. Scenario B: If it's a one-way Exit Only, then Chad needs to move and find the designated entrance. And if they're in the Entrance Only, you guessed it, Karen needs to move and find the exit.
