No, they are not recreationists. In Japan you can still become a Maiko and train to be a Geisha, especially in Kyoto. Also, as Kyoto has a multitude of Buddha temples and Shinto shrines many people opt to visit them in traditional clothing, though not in Maiko/ Geisha makeup. These three ladies are either 2 Geishas & 1 Maiko (as far as I can tell) going about on their business or, quite likely, two Asian tourists dressed up as Geishas and brought around for a photoshoot by a Maiko. The Maiko/ Geisha makeover experience is very popular in Kyoto and a great thing to experience yourself as a tourist. That doesn't make those ladies recreationists though and as I said, the Maiko/ Geisha culture is still existent in Japan. As to clothing, just go to any Shrine/ Temple, in Kyoto especially, and you'll see a multitude of men and women dressed in traditional kimono outfits.

As commented above, under the picture with the 2 Geishas and the one Maiko: Geisha- re-enactment does not exist as the culture is still alive and practised. Same with the Kabuki theatre: tradition carried forward and still practised.
