It's because Pinterest works by showing you things related to the interests you tell it and things you save, and the point of it is to pin things to your boards. It just works best when you have an account. However, you can see things without one on mobile so they could probably easily make it visible without an account all the time if they really wanted to. You would just get the prompt to sign up if you tried to click anything like saving pins.
