You've not been to one of these countries, have you. This is a result of the general attitude of people in these countries. The general attitude is that if it is public property then it is not my responsibility. This is why their landscapes and waterways are littered with garbage. This is why their buildings frequently would be eligible to be condemned in your country after only a year or two of use. This is why the internet is full of "Idiots at work" videos with horror scenes that you would hardly believe had it not been recorded. These things are not the focus of these people's attention, no matter how warranted that attention might be, as this certainly does result in serious accidents, sometimes fatal, and other inconveniences. Yet, this is the work that people do in their own cities and neighbourhoods, even in their own buildings. You seem to give a very wide berth to the simple fact that governments are people. If the general person is this stupid and complacent in then why would the government be any less so? Enlighten me. You seem to also have an aversion to the fact that infrastructure is related to economy. And that what you might see as corruption might elsewhere be seen as even privilege or survival. My experience is SE Asia. I loved Thailand, particularly. I'd live there. I almost did after staying several months. I particularly liked the people, and I'm not that much of a people person. BUT, their complacency is necessarily through the floor. Pierces the mantle. As a fact of culture. One of the things I saw there that particularly impressed me was watching a resort owned by people I met being built. By hand. Out in the countryside, employing otherwise particularly poor farmers. They'd not earn much otherwise. Their other places they staffed with all Cambodian people, who'd otherwise be being used - by people - as slaves but now had good jobs. Noteworthy that these owners were a formerly married couple, and one half of that relationship was foreign. Farang. She was South African. I think it's fair to point that fact out. But, back to the Thai people. Watching them work was very impressive. Cutting down trees for lumbar. Erecting the framework. Need a ladder? No problem. Cut some bamboo. Build a ladder. Need a hammer to build the ladder? No problem. Build a hammer. Thing is, it's the same behaviour that results in the scene pictured above. They're more than capable of being proactive. It's just not habitually consistent or applied to many areas that an outsider would see as being of significant importance. You seem to think that there must need be some kind of mommy/daddy archetypal overseer to "fix" every basic human behaviour. I see that as complacent. You seem to think that greed is an error as opposed to a variety of expression of a natural instinct of any living organism. I see that opinion as an expression of conceit. So, maybe it's that the opinion that you read was not complete, that it did not explicitly marry their stupidity and complacence directly to their ingenuity and proactivity. It need not be married so. The statement remains valid as an idea separate to your sensitivities. ^ THIS ^ is a result of their complacence and stupidity. This is my view, given from my perspective, based on my direct experience, and I don't require, never asked for, and willingly forego your overly generous assistance kindly granted to me in the form of presuming to put words in my mouth.

@fuggnuggins I don't think these people have proper education on electricity and fires. Traditionally, education and the privilege of questioning authority is for the rich/those in power. (Look at medieval europe) Yes government is made of people but is protesting allowed in this country without attacks by law enforcement?
