Some kids are just born feeling the beat; I have one of those at my house :)
My newphew was like this. He was actually a pretty good dancer at that age too, even if the moves were made up! He prefers football now that he's a big kid though. Much to my chagrin.

It would be so much more adorable if that sweet girl were buckled in correctly. She is likely to be ejected as lose as those straps are, and the chest clip belongs on the chest at armput level, not on the stomach.
The straps aren't loose, you are seeing something on top of them, not sure what it is, but if you look closely, the black straps are close to her body.
