So this person has an IQ less than average. I think they have average at 100. For what IQ tests are worth anyway. His actual score, again, for what it's worth, is actually 39, not 96, if you want to calculate it out of 100.

The poster said they got a 96 on an exam, not that their IQ was 96. Maybe we should test the responders IQ? Not sure how many tests they've taken, but it's really hard to score over 100% on a regular academic exam.
Fun fact: The IQ test was adapted from a French test that was designed to detect learning disabilities in school children, so they could be properly helped in their lessons. When it was first used in the U.S. the questions were just translations of the original questions, and most people failed the test. It was then realized that perhaps the average American would not understand questions essentially pulled from another culture, and the test was revamped to be more understandable to people in the U.S. It still, however, has inherent biases, as it the U.S. is very multicultural, but the test is not.
Average is 100, always has been and always will be, as they calibrate the test to the population. One way to tell is to look at the top of the bell curve.
