Actually, there is a lot of bizarre going on here besides the downstairs railing. The reason the upstairs balcony is needed is becausel the stairs are backwards...they should start on the right side and turn left at the landing. Then there is the little offset window above the door that will never, ever be washed. The chandelier is interesting, as is the light under the landing. I see what look slike two doorbell boxes and possibly two thermostats. And the lovely stub wall to hide...the bookcase from the front door? Love the attic door in the hallway, too.

What's with the bottom rail? To keep people from falling on to the floor? Also, that column needs to be bigger if that landing is deliberate. You move furniture in and happen to catch that, the landing is coming down. Seriously poor design on this one.

This is so weird.To get to the rooms on the 2nd floor of the house, which is in the upper left, you have to go up and around. I think this is what was rigged up to replace the wall that was originally there from the 1st and 2nd floors. I think the space above the front door used to be part of the 2nd floor also. Look at that weird cut-off part of the wall on the side the built-ins to the right. The space in the foreground must be the living room or dining room. I get it, they wanted to open up this old house, but they got a bad architect to design this—or maybe no architect at all!

Stairs are too narrow. Would be hell to get furniture up. And the lower railing is totally unnecessary. Just blocks the flow of movement to and from the stairway. But as for overall design of the room itself, it looks like crap.

I guess the downstairs railing would be nice if you had a toddler or a pet? You could easily stretch a baby gate between the supporting pole and that little angular half-wall that juts into the right side of the room. But it's definitely all very weird looking.
