They cleaned up some buildings in my city a few years ago, the ones located by heavy trafficed roads... The difference was similar to this pic. THey should clean more often :D
Buildings were heated with coal. That’s what most of this is from...you can still see the round coal shute lids in the sidewalks...

They did this n various places in Scotland years ago, unfortunately the process damaged the stone and the soot had provided weatherproofing - once it was gone the stone weathered more quickly and led to expensive restoration work down the line.
Coal smoke damage to lungs doesn't lend itself to restoration. Perhaps the NHS could weigh in with a cost benefit analysis?

Last summer my dad wanted to paint some old chairs a different color. We had these two dark gray-green Adirondack chairs that we’d had probably since our house was built. Enter the power washer. Turns out we had two light gray-brown Adirondack chairs. My bad!
