The idea for this project was born out of their individual experience after hitting a pothole in their own neighborhood in Montreal. I think it is in the UK that one person was so fed up with the pot holes they started to highlight then with penis's painted around them.... They (local government) soon started to fill the pot holes.
We do that in NYC all the time. It forces the city to fix it in order to cover up the obscenity haha
