Other time of year you can keep them on a leash :P As harsh as it sounds, sometimes it can be a life-saver, literally. Yep. My mom got my brother one for his daughter. It's actually a backpack with the lead attached to the bottom. They live in a busy part of the city. She loves it because it lets her explore a little more and not be confined to the stroller. Plus she just loves wearing a backpack.
My cousin's son is autistic and will not listen. So the leash is for his safety. I'm on the fence about them, but saw them ALL the time in the 1970's in Japan, so I saw the idea has a lot of merit.
I was staunchly ANTI kids on leash until my two year old got away from me while I was unloading groceries and was missing for a half hour (and was mercifully found safe and happy a few blocks away by a nice couple walking their dog). Now I will withstand any ridicule that comes my way in exchange for peace of mind! Now if I had only thought to make it looks like a dragon at the end of a chain.
My parents used to have to leash/harness my twin brothers whenever we out to a busy place (mall courts, theme parks, etc). They both had this boundless energy that by the time they could run, it was spent running up and down grocery store aisles or otherwise. Our parents constantly had to tell them to stay and most of the time they would listen... but on their grumpier days... it was easier to just harness them for the time being to reduce risk of them running off or someone kidnapping them.
I don't jusge. When you have more than one kid especially, it can be harder to keep track of a curious child. Also, Harambe might still be alive if the kiddo was leashed.
We use a backpack with a leash all year. Perfect not only to keep our daughter close to us and off driveways, but also to help her keep her balance when she trips or otherwise starts to fall over.
