It would have been quicker and cheaper for Sarah to post her lock to Jim, then Jim put the lock on and post it back. It would have cut the number of times posting the package by one. (Though I guess that depends whether they were the padlocks you need the key in to lock or the type you can lock without the key.)
An even quicker method would be for Jim to meet Sarah and propose in person. I would think that they would meet in-person for the wedding anyways, so I see no reason why not.

Riddles can be all about playing with words, but this riddle doesn’t do that properly, it adds too much and changes the meanings of sentences, throwing off the answer.
