Of course, you could probably do a similar thing yourself, with a pad of paper and an Xacto knife, technically, but you would really have to know what you were doing.

I dunno if it's a waste of paper. After all, it's normal sheets with some pieces cut off. It actually saves some paper. And no, you don't need more memo pads like that, for memos are anyway written on just a small part of the note.
