I'll admit I'm not a fan of painting all people with a very wide brush based on only country of origin. The maker of that sign might view it as humorous but I find it rather insulting. If I owned a business and I placed a sign that said that "all (insert name of country here) must be accompanied by an adult" outside my business. I would be chewed out and rightfully so.

People from Canada, USA and Mexico are "North Americans". People from North, Central and South America could be referred to as "Americans" collectively but how often does that need come up? When it does, the term "Pan Americans" is often used. Those from the USA are called "Americans" as it's a logical derivative of the country's name.

Most likely to discourage German bomber crews. It didn't protect them completely though as Dublin was bombed (accidentally). Downed aircrew (from both sides) were interned in a pretty agreeable fashion until the end of hostilities. Most (upon their personal assurance and personal guarantee that they wouldn't do a runner) were allowed out of camp - even down to the pub in the evening! How civilized!
