The original poster put an update: "So the country is Greece, and this little dude was one of about 6 brothers and sisters who lived in a car park next to a restaurant. Pretty much every car park I've seen here has a contingent of resident doggos. I spoke to the cafe owner and she feeds and shelters them, but they're technically strays. But they are cared for!"
