Personally, I am so disgusted when I see what is done in the name of breeding, not the unplanned breeds ! Also some breeds require corrective surgery, however they continue when those breeds should be stopped. Animal cruelty. !!!

Nope, that's a purebred Chinese Crested. They have loads of skin problems and if the skin isn't carefully cared for, it looks like that. He has remnants of hair all over his body, so he likely would have once been what is known as a 'Powderpuff' variety of the breed (look it up to see what they look like). The tongue sticking out can either be from having genetically bad teeth (a lot of little dogs have overcrowded mouths, which causes terrible tooth and gum issues because it's very hard to get plaque not to stick and grow bacteria in those tight areas), or even worse, a lot of dogs used as breeding bitches in puppy mills and similar situations get no pre-natal care and are bred so often that the fetuses take all of the mother's dietary calcium and even may break down her bones to get more. The jaw is the first to go. That's why you see so many dogs with severely screwed up lower jaws or even completely missing lower jaws when you see a puppy mill bust. It's extremely sad.
