This has to be an April fools article. If not, then I'm seriously concerned how no one stopped this "idea" from getting this far.

No one could figure out why the electrician installing the courtesy door opener kept muttering "it's a paycheck" over and over.
Maybe the designers thought the sight of the stairs would cure people of their inability to walk?

This is a legit safety feature called an "area of refuge." The door has a 2-hr+ fire rating, the stairs act as a barrier to the fire and there's a landing next to the steps where someone in a wheelchair waits for rescue. There's an emergency call box at the landing to call for help. When there's a fire in the building , the person in the wheelchair gets away, gets behind the fire barrier and calls for help.
Nice way to hurt the environment wasting electricity. "Mind if I smoke?"
A wheelchair bound friend of mine was referred to a spine dr who had stairs in his front entry way. My friend called the dr's office and asked how he should enter the building with his wheelchair-- he was told to use the front entrance. One of my dr's nurses took my wheelchair away and carried me, causing more damage to my neck and hips. Unbelievable how non-wheelchair friendly drs offices are.
I spent ten years in a wheelchair and just started walking again a year ago. This would have made my day, if I didn't need to get upstairs, that is.
it could be fore weaker people, elderly people, other handy-capable people who are not in wheelchairs.......
Imagine how much worse it would be if a person in a wheelchair struggled with that door for 10 minutes before noticing the stairs. See?
I could see it as useful for someone who doesn't have the upper body strength to open the door, but does have the lower body strength to handle stairs. That's ...not all that common, though.
I once found a wheelchair accessible bathroom on the second floor of a building that had no elevator. It was at a college. I won't say which one.
It's for people with really short arms... or just women who have no men to hold the door for them
That's not a "wheelchair" exit. New buildings are required to have that button on doors of a certain weight.

I think it's actually supposed to be a stacked parking lot. You see a lot of them at restaurants with limited parking areas, and the valet needs to shuffle cars around to get them out. There was a community center in my neighborhood that also had to convert their normal parking lot to stacked parking as one of the city's conditions for approving some renovations. The community center had to accommodate a certain number of vehicles in their parking lot so that the impact on the surrounding neighborhood streets would be lessened; the only way they could do that was to implement stacked parking.
