Well, if someone i a very stubborn person, I think this slogan makes sense. "I don't care if I'm made of steel and are heavy as f** - I refuse to sink!"
Maybe the sentiment is supposed to be 'I refuse to sink no matter what is weighing me down'. Baggage as heavy as an anchor?? I have no idea - that's just all I could think of.
That's a good guess. It could also mean, "I refuse to do what I'm supposed to do."
