They're nocturnal. It's actually a bad sign to see them in the day time, they may have rabies.
Actually, they are crepuscular. And (while they are most active at night) it's not at all unusual for them to be out during the day, especially if they know where they're guaranteed free snacks from dumb tourists. He should not be that close though, they carry tons of dangerous diseases including rabies.
