Water meters often measure in cubic feet because 1 gallon of water didn't quite create enough force to click over the meter by a full integer, so they settled on a larger integer value.

Where I live, if you have a water leak (as opposed to leaving a tap on) then the water company usually covers at least half the cost (or up to the cost of your average usage for the month, as long as they see the invoice for the repairs.
