I think they're chained up so they can be "tortured" with the cultural insensitivity. If they weren't restrained they could escape.

Why is a Martian included? Is the cartoonist comparing people from other countries to aliens? That's a bit stupidly racist isn't it? And all the more stupid as they're supposed to be people from other countries IN THEIR OWN COUNTRY. Odd.
