In this context (incels) I think it means that the 20% most desirable men have sex with 80% of women (so most of the women only see the top 20% of men attractive), as in because women have abundance of choice they choose the most attractive ones, this statistic seems to be somewhat true for dating apps but I dont think its nowhere near that severe scale overall in the real world.. but apps like tinder, the most desirable men get all the matches because while men might swipe yes to most women, the women seem to swipe yes to only maybe handful of men, so the especially handsome dudes get most of the action. Some study shows that women swipe yes about 3 times in a hundred profiles they see, while men are pretty 50/50, and still average women get about 3 matches every day while average men get 1 match. That shows that women can be almost sure that who ever they swipe yes will be a match, so obviously they can be more picky.
