I think recementing would be better, books will eventually deteriorate in the exterior elements. Besides those books may have some value and this destroys them.

A great temporary fix. I don't see lasting for very long, unless it has some sort of heavy duty sealant

I could pay a guy to come and fix that cement wall and it would be cheeper then buying the Leggos.
