The big cats (lions, tigers, leopards & jaguars) cannot purr because they have a fixed hyoid bone. But this does allow them to roar instead. All of the small cat families can purr because of their mobile hyoid but they cannot roar. This include cheetahs but also servals, caracals, ocelots, lynx, bobcats and cougars.
