Doesn't make sense - The sleeping bear pic shows arms and legs, yet the unzipped photo shows NO arms or legs. These are clearly two different sleeping bags.

The one picture of the bear on the bed is a totally different sleeping bag. It's a bit confusing having one article but two different bear sleeping bags pictured. The one shown on the bed can be purchased for around $200 USD.
The one on the bed is actually not a sleeping bag at all, it's a body pillow.

The arms may be there as appendages to the bag itself, not that you can put your rams into the arms.
