Every year in Texas in the summer we are told to water our grass only after 6pm

They do but it's not like in TX or even southern CA (I lived in SoCal for almost a decade and spent a summer in TX with family). Both TX and SoCal basically have ice air. You walk into a building and it's like a wall of cold air compared to outside. The buildings usually also are designed/painted to deflect or deal with heat. AC in WA and OR on the other hand (or at least WA where I live) isn't as robust and the buildings are designed to shed regular rain/make moss cleaning easier. We're a temperate rain forest climate. We've never had to deal with heat like this so we don't have the equipment/designs for it.

So, I'm in central Texas. Triple digits are the norm in summer. I understand that people up here aren't used to the heat, just like when we get a hard freeze in Texas and all the schools close. But do large supermarkets like this not have Air Conditioning??
